Arrogance

is not a foreign policy.

Even if only what the White House is admitting to in the "Downing Street Memo" is true (see the article in the NYT), it is still indicative of astonishing arrogance and hubris on the part of the President and his foreign policy advisers.
They seem to be not so much discussing a sovereign nation as a mouthy teenager.
