Next round's on me

In Texas drunks were being arrested in bars provoking ridicule and complaints from bar and restaurant owners. The Texas Alcoholic Beverage Commision has temporarily suspended it's program "Operation Last Call" saying there may be room for improvement in its facilitation. After all, if you can't get drunk in a bar, where can you get drunk?
