Politicians in Oslo, Norway, are addressing the ever-present problem of begging. Many have proposed barring non-Norwegian beggars to prevent Norway from becoming a "haven for international begging." (Some countries are tax-havens, Norway is a beggars' haven.)
I especially like the justification of one of the mayoral candidates who argued that many of the foreign beggars were in Norway on tourist visas which prevents them from business activities... such as panhandling.
