Un-self-aware

How clueless does one have to be about one's home that in order to promote tourism in the country a photograph of a completely different country is used?

It's not like Nepal and Peru are that close geographically or similar culturally. And it's not like Machu Picchu isn't famous or anything.
I wonder how many people saw the poster promoting Nepal with the picture of Peru and didn't think a thing about it.
