It's been a while since I recommended an Anne Perry. Her latest with Thomas and Charlotte Pitt is a good one. Check out The Cater Street Hangman if you're just starting out, but if you are, there's a LOT to catch up on. This one is Death on Blackheath. Nicely done intrigue, but still eminently "solvable" if you like puzzling out the endings on your own.
